If you use about 50 to 52 question statements and break them up into themes it would be easier to analyze and allow for an easy flow of thought for the participant. May an open-end comment section would be helpful...
Certainly, I think you have the right supposition; I think something in the Likert fashion would do. I intend using factor analysis for the construction. How about that?

Presently, My focus is on qualitative research method: problem focused interviews; developing interview guide etc. On quantitative, I need a scale to measure public attitude to street children.
