Science and Public Policy

How is it that science can predict the trajectory of a object in deep space yes can not come close to predicting the impact of medical insurance/citizen insurance reform on the federal budget? Are the laws of man to difficult to analyze compared to the laws of physics and nature? Are they too random? I would love to see a scientific study showing how much health care reform will cost us based on several variables, giving us a range of worst case to best case scenarios. Right now, it seems all we have to go by is what the politicians have to say. Aren’t there methodologies that could be applied to model and predict the impact of various plans? Thoughts?
