    There are several papers that may be relevent to your work.

    My datasets are australian with varied geographies. I would strongly suggest you examine the various PPGIS methodologies and adapt them.

    If you do a search on Mildura Regional Rural Council I think http://www.mildura.vic.gov.au, there is a report I prepared on some indicators that could be used. the 2006 report is not avilable as a link, but if you contact council they shoudl be able to provide a copy’.
