• Owusu, I am a planner and had recently completed my masters thesis measuring (in Part) the quality of life of residents in a low income community. The indicators I used to measure quality of life were
    1. The satisfaction and perception of residents after the introduction of the physical project. I think you can apply this to measure the impact of their migration from the rural to urban district and their satisfaction with health care, housing and other services
    2. Degree of Participation or willingness to integrate into their new environment
This can be measured by looking at community involvement
I hope you can use this as it is not the same context. A wave study was used to measure impact in the study showing a before and after scenario. You can  do the same or do a comparative study
    I hope this helps
